support setting PATH in ~/.ssh/environment on Ubuntu 20.04

      Description

      On Ubuntu 20.04/OpenSSH_8.1p1, if a variable is defined in /etc/environment (by default PATH), it is not possible to overwrite it from ~/.ssh/environment.

      As beaker is usually setting variables, especially PATH, in ~/.ssh/environment, emptying the /etc/environment file on Ubuntu 20.04 should be a safe to do until different solution is implemented in upstream ubuntu/openssh.
