Add chmod and modified_at host methods

    Description

      In order to be platform flexible when running tests we need to have methods to be able to run chmod and update the modified date on files on hosts.

      These requirements were found in Facter acceptance tests.
      -chmod is used for adding execution permission on custom/external facts
      -modified_at is used for testing the cache functionality

       

      At the moment these were used running linux based commands (chmod and touch) that are not compatible with windows cmd or powershell.
