      When the target hostname is localhost the feature 'puppet-agent' will automatically be added to the target, because we can use the puppet agent installed with Bolt which we know is on the local system. This is available on all transports, not just the local transport.

      Description

      Since the localhost target runs ruby tasks in bolt's ruby and the puppet gem is installed we should probably add the puppet-agent feature to that target.

      caveat: tasks that shell out to /opt/puppetlabs/bin/puppet won't work
