Only configure tasks to use Bolt's ruby interpreter for localhost

      Bolt sets it's own installed ruby as the default interpreter for all `.rb` scripts running on localhost. We used to set this default on all commands run over the local transport, but now only set the default when the hostname is 'localhost' regardless of the transport.

      Description

      In the original implementation for BOLT-146 configuring ruby tasks to use Bolt's ruby was applied as a default for the local transport. This should ONLY be set when the target is localhost.
