residual mcollective init script from earlier puppet-agent packages lead to systemd degraded state

      Description

      For some reason on Ubuntu 16.04 the puppet-agent package provides an init script for mcollective which checks if mcollective exists and otherwise exits with return value != 0. This leads to a degraded systemd state on some of our systems, since we don't have mcollective installed at all and it's not a dependency on the puppet-agent package.init script for mcollective in puppet-agent deb package
