GC_Interval hiera value is now expected to be string

      PE 2018.1.5 enforces a data type for the `puppet_enterprise::profile::puppetdb::gc_interval` parameter. If this value is currently set as an integer, puppet agent runs will fail in 2018.1.5. To resolve this issue, please update the `puppet_enterprise::profile::puppetdb::gc_interval` setting to be a string.

      During an upgrade from 2017 to 2018.1.5 we discovered that the hiera value we had set previous, as per recommendation from Support to 0 now has to be "0"
