Puppet fails to apply the catalog due to missing graphs directory

When I run puppet apply for the first time using PE 3.7.1 32-bit on a 64 platform puppet fails to create the necessary directories. I don't know if this is also affected using PE 3.7.1 64 bit. Puppet fails to enforce the catalog due to this error.

This system in on windows 2008 r2 64 bit.

The workaround is to create the directory manually and rerun puppet.
