puppet_agent : Failed to upgrade agent using puppet task

Puppet Version: 2019.5
OS Name/Version:

Puppet Master Version: 2019.5

Current Agent Version: 6.4.2

Trying to upgrade the agent from version 6.4.2 to 6.14.0 using puppet task with `puppet_agent::install_powershell` task from module `puppet_agent`

Actual Behavior:

The task is getting failed with below error message:

Error: Timed out waiting for status response from old-relay.delivery.puppetlabs.net

On the agent box(old-relay.delivery.puppetlabs.net), 

Both puppet agent and pxp-agent services are stopped and the event log viewer shows.

Application or service 'task_wrapper' could not be shut down.
