ini_setting with a single space as the key_val_separator is broken

      Description

      When using a single space character as the key_val_separator for an ini_setting, Puppet will create the ini_setting under the same section during every run.

      Code to reproduce the issue:

      Ini_setting {
          ensure            => present,
          key_val_separator => ' ',
          path              => "${::settings::confdir}/fileserver.conf",
          section           => 'mount_point',
        }
       
      ini_setting { 'Set mount_point path for custom files':
          setting => 'path',
          value   => $mount_point_directory,
      }
       
      ini_setting { 'Allow all nodes access to mount_point':
          setting => 'allow',
          value   => '*',
      }
