Remove usage of win32-security gem in ACL Module

    Description

      The Win32-Security Gem contains API calls that are not wide string (Ansi). The gem is being removed from Puppet however the ACL module still depends on it. This ticket will copy the required functionality into the ACL module and then remove the requirement for the win32-security gem
