Fork Chocolatey to Puppet Labs Namespace

I think we are going to maintain a fork of the Chocolatey provider in the Puppet Labs namespace. This will allow the community provider to continue to move forward at the edge while the Puppet Labs one is able to stick back to something a little more stable.
