puppet forge NTP module doesn't install the NTP package on AIX 7.1

      In reference to https://forge.puppet.com/puppetlabs/ntp

      I updated my puppet server with the latest NTP (4.2) and STDLIB (4.12) modules, and ran it against an AIX7.1 server (an LPAR on a Power8 server).

      It created a suitable /etc/ntp.conf which was great, but didn't attempt to install an ntp package.
