[puppet_agent] upgrading on Windows overrides environment setting

Filed as issue #126.

In scope for Agent and Platform Team:

1. Install an agent manually.
2. Install the puppet_agent module.
3. Edit the agent’s puppet.conf to use a custom environment.
4. Use a manifest to invoke an upgrade with the module.
5. Post-upgrade, verify that the agent’s custom environment setting was retained
