Cannot override module to package mapping when using non-default packages

      Description

      When using a non-default apache package set, such as the SCL httpd24 packages on RH/CentOS 6, declaring a module resource uses the default module name to package name mapping for the OS, and therefore installs the default packages and their dependencies.
      The module to package name mapping needs to be over-ridable for custom package sets.
