    • The Windows Puppet service will now always be enabled and started after upgrade if included in the {{services}} parameter.

    Description

      When the services param includes puppet on Windows, the service isn't running after upgrade if a previous install used PUPPET_AGENT_STARTUP_MODE=Manual or Disabled. It should be running.
