puppet_agent::install task should allow disabling repository setup

      Description

      Puppet Version: 6.0.4
      Puppet Server Version: 6.0.2
      OS Name/Version: CentOS 7

      Currently the puppet_agent::install task sets up the YUM/APT repos by default with no option to disable them. This is an issue when end-users want to utilize their own package repositories from something like Satellite/Foreman/etc.

       

      Desired Behavior:

      It would be ideal if there was an option to disable repository setup and fail if the package can't be found based on the repositories on the system.

      Actual Behavior:

       

      **Repository is always setup.
