{puppet-chocolatey} : {install_options not handling sensitive variables}

Puppet Version: 5.5.x
OS Name/Version: Win2016

Describe your issue in as much detail as possible...

Desired Behavior: install_options => ['--params','"','/foo:${foo}','"']

$foo is of type sensitive and is handled correctly.

Actual Behavior:

packagename;[value;redacted] is not properly handled by the package manager.
