Windows - pxp-agent.conf & server.cfg can only be accessed by local system account

    Description

      In recent versions of puppet agent on Windows the pxp-agent.conf and mcollective server.cfg can only be accessed by the SYSTEM account. This means that running puppet agent as any other user (even an administrator) fails with the error
      Could not read file C:\ProgramData/PuppetLabs/pxp-agent/etc/pxp-agent.conf: Permission denied @ rb_sysopen - C:/ProgramData/PuppetLabs/pxp-agent/etc/pxp-agent.conf
