I18N japanese translations missing required keywords or requirement to translators is incorrect

I was reviewing the puppet.po file from master and I found the following Japanese translations that appear to be missing english keywords as described by the comments in the puppet.po file. We need to figure out if whether these need to be updated, or if the comment to the translators needs to be changed.
