Evaluate whether to move some pl-build-tools projects to puppet-runtime

Once PA-2024 has given us a better picture of the pl-build-tools dependencies in puppet-runtime, evaluate whether it makes sense to convert certain pl-build-tools projects to puppet-runtime components.

If some platforms rely only on a few pl-build-tools packages (e.g. pl-boost or pl-yaml-cpp), moving them to puppet-runtime may allow us to eventually stop building and shipping pl-build-tools entirely for certain platforms.

The output of this ticket should be a decision about which pl-build-tools to move to puppet-runtime, if any, and tickets for any work that should be done as a result.
