Ship internal builds to specific puppet collections

All puppet-agent internal builds are still shipping to PC1 target repos. This should be updated to puppet5 or puppet6 where appropriate (see this closed PR for how), but we'll need to carefully review how beaker, beaker-puppet, the component acceptance tests, and PE tooling deal with these paths before making a change like this.
