Puppet-agent on Windows file without ext

Puppet Version: 4.10.12 
Puppet agent version : ALL
Puppet Server Version: 2.8.1
OS Name/Version: Windows server 2008R2 / 2012R2 / 2016

When we do a simple "puppet agent -vt" on windows host we got a openwith popup to open "C:\Program Files\Puppet Labs\Puppet\puppet\bin\puppet" but execution work fine. Problem is when puppet agent is scheduled every day in background this result in multiple zombie process openwith.exe or rundll.exe.

We are alone or not ? Maybe it's caused by bad configuration ? We tried masterless config too and we got same result. 

We workaround by adding ".rb" extension on the file mentionned before et modify the path in "C:\Program Files\Puppet Labs\Puppet\bin\puppet\puppet.bat" but that's bad !

I suggest to do this modification on puppet-agent.
