puppet service on windows missing startup hints

Recently, we updated puppet's service management to wait on pending statuses for windows services.

During a run of an agent installation via pe_repo we discovered that puppet does not provide a wait hint on windows to identify how long to wait before assuming the service is unresponsive (see this windows header for more info on wait hints)

We should add some sort of hint (and possibly supply checkpoints) so service management for the puppet service works better.

We should also investigate if pxp-agent has the same issue, if it does we should open a duplicate ticket for that.
