      Description

      Currently in PR testing CI we use bash to parse the information on test targets using bash here.

      That functionality parses test targets out of the git comment left by the user in github to trigger the PR test.

      We should move that functionality to a new platform-ci-utils command so the functionality works in a language other than bash.

      As part of this work we should add better parsing to the existing functionality, specifically the ability to omit 'a' at the end of the BHG string specified by the user. I.e. both redhat7-64 and redhat7-64a should work in the PR comment in github (currently the version without the 'a' will fail)
