      Fix a bug on Windows FIPS where Leatherman libraries would sometimes load at the predefined address of the OpenSSL library. This causes the OpenSSL library to relocate to a different address, failing the FIPS validation.
      To fix the issue, Leatherman is now compiled with `dynamicbase` disabled on Windows.

    Description

      Random Windows 2016 servers will not be able to process their catalog or report stdout back to Puppet without requiring a server reboot.

      This problem started post upgrade of the agent to 6.17.0 and seems to be random in occurrence. Please see the attached word document to see the output from a Puppet run local on the agent, as well as the error output to the Puppet console when attempting to use PXP. The servers listed in the output all required a reboot to restore normal Puppet service.

      these windows machines were upgraded from 6.15.0 to 6.17.0.
