Updated the MSI installer for puppet agent to have the option to enable long filenames either by a checkbox when using the installer interactively, or by using the ENABLE_LONG_PATHS=true option in the command line

Description
The 6.23.0 & 7.8.0 versions of the Puppet Agent for Windows now support Long Filename Support, but require a registry key to be flipped for this feature to be useful. The MSI package should be updated to take this action as part of the install, with the default behavior being to enable this setting. This allows any new user of Puppet to install the agent and have it "just work" with any DSC content. That's a better UX than having to troubleshoot why the agent has issues to filesync the DSC content upon first startup, and the user having to manually fix it before the node becomes manageble.
