Upgrade FFI to Ruby 2.3 compatible version

    Description

      There are a couple of issues currently posted to the FFI issue tracker on GitHub related to the use of FFI with Ruby 2.3 on Windows:

      The current precompiled FFI binaries are version 1.9.10. Presumably the Ruby 2.3 compatible FFI will be Ruby 1.9.11 or higher.
