Remove v1 metrics docs and add foss docs for v2

We still have docs up for the setup of v1 metrics which have been disabled due to a security issue. We're now only supporting our v2 metrics endpoint which uses jolokia. We should update our foss docs to reflect this change following the pattern found in the puppetserver metrics docs.
