Insert Bolt project as a module into Node::Environment modulepath

As part of Bolt ticket https://github.com/puppetlabs/bolt/issues/1267 we'd like to load the directory that the user executed Bolt in as a module. We do this by inserting the Bolt project directory as a standalone module into the Node's `modules` list
