Non ASCII comments in puppet.conf causes exception

Puppet packages from official Puppet repo for Debian has a bug: if there is non-ASCII comments in puppet.conf, such as

# Что-то там

then puppet agent willn't start on server power on with this error:

Could not parse /etc/puppet/puppet.conf: invalid byte sequence in US-ASCII

Manually service launched perfectly (with service puppet start), problem is here only on power on.
