'replace catalog' command fails when file has binary data in content attribute

      Seems a lot like #17216 in the old ticketing system. On attempting to issue a 'replace catalog' command I'm getting an error of

      Error: Could not retrieve catalog from remote server: Error 400 on SERVER: Failed to submit 'replace catalog' command for client to PuppetDB at puppetdb:8081: [400 Bad Request] checksums don't match
      

      The only significant change from a prior, successful, catalog being the addition of a File resource with a 'content' attribute that is populated with binary data (in this case a jpg image) from hiera.
