      New Feature

      Description

Add the ability to write functions in the puppet language.
Functions should be stored under ./functions relative to the root of a module.

Function names should support fully qualified names.

      risk: high
probability: high (users don't like writing functions in ruby)
      severity: medium (workarounds: ruby functions)
test layer: acceptance (we should have at least a simple acceptance test to ensure this works)
