      Description

      Puppet has only ever started services on OpenBSD using the -f flag, which does indeed start the service, but does not enable them. This is a problem because the services that puppet is forcibly starting do not get started at boot time. This is a less than ideal situation as we should be able to manage the enablement of a service.

      To rectify such a deficiency, the following PR has been posted for review and comment:
