"import" is silently ignored using the future parser

      Description

      The "import" statement, when used like below, is silently ignored if you are using the future parser.

      import "nodes"
      

      PUP-490 says:

      i.e. future parser/evaluator will not issue deprecation, and will instead interpret import as if it is a function call (leading to unknown function error since there is no such function).

      But that error message is only produced if you add parenthesis:

      import("nodes")
      

      The original form is silently ignored, with no diagnostics. (Combined with PUP-2158 this made it a bit hard to track down why nothing happened when I had changed stuff in my manifests.)

      The import statement should produce some kind of diagnostics when you are using the future parser.
