In Puppet <= 3.4.3, repositories in /etc/yum.conf could be created and managed like repositories in any other repository location. This was removed in 3.5.0. The impact of this is that if none if the default directories for yum repository configurations are available, the yumrepo type will not be able to create new repositories even though they can be placed in /etc/yum.conf. In addition repositories specified in /etc/yum.conf will be ignored.
