ca_server and directory based environments don't play nice together

    Description

      When a Puppet Master is stared and is a CA but does not have any environments in /etc/puppet/environments even though it is configured for directory based environments it stops accepting CSR's.

      We have a Puppet Master that is CA-only and therefor don't deploy the environments to it. The fix was to simply remove the environmentpath setting from puppet.conf but I don't think that using directory based environments should brick certificate signing.
