Deprecate non-string modes on file type

      Description

      The future parser treats literal numbers as actual numbers instead of strings as the old parser did. This makes file resources that use unquoted mode values behave strangely (see PUP-2156).

      In order to provide a good experience and still have numbers be numbers in the language, the mode parameter of file resources needs to issue a deprecation warning for non-string values in the 3.x series of puppet.
