epp does not handle empty template

      Description

      When epp is told to evaluate an empty template, the result is a complaint that the end of input is reached. epp should produce an empty string in this situation and not complain.

      To reproduce:

      notice inline_epp(@(END), {x => world})
        <%-| $x| %>
        |- END
      

      This template has a parameter, but no other content in the template.
