Config_version should be logged on master and agent

      Description

      Currently, the config_version is logged to the agent's log on a puppet agent -t run.

      However, if the agent runs via the daemon it does not log the config_version to the agent log or to the master log.

      I think it would be useful to log it to both the master and agent log for people to be able to track a compile or application of a catalog to a specific version.

      On the agent side I don't see a message about compiling or applying in the /var/log/messages but I do see this message on the master side that I think could be tweaked to include the config_version.
