Empty Certificate Can Cause Failures

If an empty certificate or certificate request gets generated, it takes out all "puppet cert" functions with a "Error: header too long" message. This can also take out the "Node Requests" page on the dashboard. The workaround is to just remove the empty .pem files. Unfortunately, I don't know what causes these empty requests to generated.
