Internal error from TypeCalculator when function called with incorrect args

      Description

      The following expression sends bogus arguments to the lookup function. The result is an unexpected internal error from the TypeCalculator:

      puppet apply --parser future --execute 'lookup(1, 2)'
      Error: Evaluation Error: Error while evaluating a Function Call, Visitor Error: the configured receiver (Puppet::Pops::Types::TypeCalculator) can't handle instance of: Fixnum at line 1:1 on node
      

      The problem is only reproducible on stable. The code on master reports a correct error.
