errors/warnings in environment.conf should not be duplicated

      Description

      warnings in an environment.conf can produce three or more repeated messages:
      on master (4x) with parser as a setting in production's environment.conf

      [root@fe3bsczu8tto8hg puppet]# puppet apply -e 'notify{"yep":}'
