lookup should lookup in module when looking up qualified names

      Description

      The current behavior of the lookup function is to only lookup data provided by a module data provider if the call to lookup comes from within the module.
      This is done to protect that one module overrides values for other modules (which is not allowed).

      The rules should be changed so that a lookup for a fully qualified key should be directed to the module matched by the first name segment (if that module supports a data provider).

      Without this ability, it is not possible to figure out what the value of a parameter will be (unless it is overridden in the environment or globally) unless that call to lookup comes from within the module.

      All other keys bound by the module data provider continues to be private and should only be visible to lookups from within the module.
