      Description

      Test 0.1 scenario:
      Try to install a module using a tar.gz file which does not exist.

      Tested by doing:
      `puppet module install anderson-test_a.tar.gz` when anderson-test_a.tar.gz is not in the current directory.

      Outcome:
      PASS -
      root@support:/shard/pmt-testing/anderson-test-A# puppet module install anderson-test_a.tar.gz
      Notice: Preparing to install into /etc/puppetlabs/puppet/modules ...
      Notice: Downloading from https://forge-apilb01-stage.puppetlabs.com ...
      Error: Could not install 'anderson-test_a.tar.gz' (latest)
      No releases are available from https://forge-apilb01-stage.puppetlabs.com
      Does 'anderson-test_a.tar.gz' have at least one published release?

      Suggestions:
      Better error messages, as it was not obvious to a new user why it was looking for this on the forge.
      Because module names are restricted to lowercase letters, numbers, and underscores, this could be tested.
