Add all per-user directories to file_paths specification

    Description

      The file paths spec only lists the configuration paths used when running as root or the service user, not the the paths in the home directory used when running non-root.

      We discussed merging these under a ~/.puppetlabs directory to mimic /etc/puppetlabs/, but it sounds like that proposal fell off the radar. As implemented, we currently have codedir as a subdirectory of confdir, and I have no idea what mcollective does.

      Let's consider bringing back the ~/.puppetlabs plan, and even if we don't do it, let's definitely get the real paths we're shipping in 4.0 added to the spec.
