Allow loading file_serving terminii from modules

    Description

      In the discussions around PUP-4080 it's often been brought up that we should allow loading these file sources from modules.

      Right now the list of terminii for file_serving is hard-coded. Having some sort of autodiscovery system to allow adding new terminii from modules instead of requiring modifications to core would allow new and exciting inputs into puppet catalogs.
