Ruby and irb on Windows can't find 'puppet', 'facter', etc.

      Description

      We don't install our Ruby libraries into Ruby's default library paths, so all our tools have batch files that set RUBYLIB. We didn't do the same for Ruby binaries, so anyone trying to use Ruby from the MSI with Puppet will have problems. See PUP-735 for a case that came up in acceptance tests.

      We should install our libraries into the normal Ruby library paths, as we do on other platforms, so Ruby things just work.
