With a systemd masked service: 'enable=true ensure=running' doesn't work on CentOS with default selinux rules

      With a systemd masked service the combination of the enable=true and ensure=running attributes did not work, although using them serially would work. This fix addresses that use case.

      Description

      See Kurt Wall's comment in PUP-1253 for more details. This is a followon to that ticket.

      Ping Trevor Vaughan who worked on the original feature, and Melissa Stone who was looking into systemd issues on jessie/vivid (and has a patch that might tie in to this).

      Assigned to RelEng scrum team since Melissa is currently working those tickets. And guessed at 2 story points.
