Puppet::FileSystem should handle more file operations like copy/move/delete

    Description

      It would be pretty stellar if we could eradicate the usage of File/FileUtils/Dir except in Puppet::FileSystem. To do that we need to enhance FileSystem to do more things, like copy/move/delete. To own/abstract almost the entire File/Dir/FileUtils set of methods.

      The benefit of this in the end is that we can ensure that everything works across all supported platforms.
