Always fail (instead of symlinking) for unknown `file` ensure values

      This is super confusing/surprising behavior that would seem to be the result of a too-smart idea many years ago. We should definitely work to get this deprecated and removed.

      Description

      Historically, we let you save ~12 characters in a symlink file resource by omitting the `target` attribute and setting the target as the `ensure` value. This is magical, and causes creepy soft failures if you make a typo in ensure (e.g. ensure => directort causes a symlink to Mars).

      PUP-2149 covers deprecating this behavior; this ticket is for actually removing it, circa Puppet 5. It must be done on a major version boundary.
